Public Institutions need to arouse a sense of civic responsibility as well as belonging among its citizens and visitors on the whole. The architecture for Regional Training and Administration Centre for SPIPA is born out of similar grounds of community design.
The form conveys the notions of civic sense, governance, inclusivity, organizational cohesiveness, social connectivity & responsibilities in the guise of a building. Designed as a bold cylinder, the horizontality of the form is neutralized through vertical concrete fins covering the entire façade over the glazing in three levels. The building's uniform skin represents the morals of equity and comprehensiveness in governance and administration.
The built-form boldly stands true to its iconic identity and functional inclusivity. Its seamless visibility from any angle of perception makes it a well-responding piece of architecture in the urban neighbourhood.
The entire mass as it appears from outside breathes internally through a cylindrical void acting as a central courtyard. The play of planes in the courtyard protruding & recessing make it even more fascinating. Hence, what appears as one externally, has a dynamic core in the centre. All the spaces either face the central courtyard or look radially outwards. With the vertical circulation core facing in the courtyard, the passages are aligned to the inner circumference lit throughout the day by natural light and opening up to the court of light and wind. The open-to-sky amphitheatre in the court fills the eventful plaza with life of its own.
Institutional design for SPIPA, is therefore, a simplistic yet bold expression of its organizational principles and reflect a language of strength and uniformity.
